creating the paper is quite easy it can be printed by advertisement printers,, but the real key to create presence is to have 8 vendors at least two on every corner selling the paper.. with a realistically small amount of people you can create a presence totally unseen before especially if you have people on every intersection.. both selling the papers and reporting any action by the police.. it would allow every one to go home or to communes to get cleaned up and rest and return in the morning..
