Even the right to bear arms obscures the need for an honest and
democratic military and police. We can't fight them off with
handguns. We had a law here against standing armies and one reason we
had so many police forces was concern about creating one by
establishing a single police force. Whatever one thinks up will have
holes in it. Trust has to come into it somewhere
