None of our old industrial cities has recovered - the whole of Wales (about 4 million people) became a public sector adjunct. You don't need hindsight. There were warnings long before Reagan-Thatcher. Even now we are hoping for recovery and there is little talk that what has happened is very like the way we once tried to subsidise our old industries. I'm pretty sure many of our municipalities and banks are broke and pretending to be going concerns. London is trying to get Euro-Remnimbi business much as it did with the Euro-Dollar trade in the 50's - so I think the City is broke.
