I agree, but in the meantime you could spread the story and truth
through knowledge of how their tactics work and contribute to positive
reshaping by finding alternate scenarios and using the bad apples as
points of the moral. In each drop of a gentle rain is a tiny fierce
spartan, unleash heaven! Or something like that, who knows maybe people
will start coming forward at random, if it doesn't make those on the
take feel bad they'll become paranoid as hell and maybe quit it. It
could become a signal, or meme, people coming out on themselves because
they know something and want it to change. Strange and naive logic, heh? :)
